Career
Huguette Labelle held senior management posts in the Department of Indian and Northern Affairs and in Health and Welfare Canada from 1973 to 1980. From 1980 to 1985, she was Under Secretary of State for the Department of the Secretary of State.

Huguette Labelle was Associate Secretary to the Cabinet and Deputy Clerk of the Queen’s Privy Council for Canada in 1985. From 1985 to 1990, she was the Chairperson of the Public Service Commission of Canada. From 1990 to 1993, she was the Deputy Minister of Transport.
She was the president of the Canadian International Development Agency from 1993 to 1999. Labelle headed the Canadian delegation which participated in the first Tokyo International Conference on African Development in October 1993.
In 1998, Huguette Labelle was the deputy head of the Millennium Bureau of Canada. She retired in 1999. In 2002, she was appointed to the Board of Governors of the Canadian Centre for Management Development.
