Johan Vollenbroek is a Dutch chemist. He is chairman of MOB (Mobilization for the Environment), an NGO dedicated to improving environmental quality. He acts as a representative of residents and environmental organizations in the legal review of environmental permits and against violations of environmental rules by governments and companies.

Johan Vollenbroek was born in 1949 (age 74 years) in the Netherlands. He is the son of Dutch parents and studied business economics (bachelor’s degree) at Eindhoven University of Technology and chemistry at Radboud University in Nijmegen after completing his HTS course in process technology (HTS Arnhem).

Vollenbroek worked as an analyst, and later, after his studies at TU Delft and Radboud University, as an environmental consultant for Royal Haskoning .wanting to join gave advice on environmental legislation. He also advised the Ministry of Housing, Spatial Planning and the Environment.

In the Netherlands, he focuses on objection procedures and proceedings against companies that, in his view, do not comply with environmental guidelines, and against environmental permits that he believes have been wrongly granted.

Vollenbroek became nationally known when he, together with the Environmental Protection Association and Stichting Werkgroep Behoud de Peel, lodged an objection against the Dutch government’s Program Approach Stikstof (PAS).

Judgments of the European Court on November 7, 2018, and the Council of State on May 29, 2019, rendered the PAS inoperative because it did not comply with European legislation ( Habitats Directive ) nor with the Nature Protection Act. The restrictions this ruling placed on the construction industry and agriculture led to the nitrogen crisis and protests from farmers and builders.

In 2008 he was made a Knight in the Order of Orange-Nassau. On December 10, 2019, he was awarded the Clara Meijer-Wichmann Penning for his efforts against the Dutch nitrogen policy.

On September 1, 2020, Vollenbroek received the ‘Sustainable Ribbon’ as part of Sustainable Tuesday, because, through years of stubborn persistence, he has helped ensure that no one can ignore the nitrogen issue anymore. In November 2021 he received the Heimans and Thijsse Prize.
