He is the son of Dutch parents and studied business economics (bachelor’s degree) at Eindhoven University of Technology and chemistry at Radboud University in Nijmegen after completing his HTS course in process technology (HTS Arnhem).

Judgments of the European Court on November 7, 2018, and the Council of State on May 29, 2019, rendered the PAS inoperative because it did not comply with European legislation ( Habitats Directive ) nor with the Nature Protection Act. The restrictions this ruling placed on the construction industry and agriculture led to the nitrogen crisis and protests from farmers and builders.

In 2008 he was made a Knight in the Order of Orange-Nassau. On December 10, 2019, he was awarded the Clara Meijer-Wichmann Penning for his efforts against the Dutch nitrogen policy.

On September 1, 2020, Vollenbroek received the ‘Sustainable Ribbon’ as part of Sustainable Tuesday, because, through years of stubborn persistence, he has helped ensure that no one can ignore the nitrogen issue anymore. In November 2021 he received the Heimans and Thijsse Prize.
